The sky over Puerto Azul was still clear on a Wednesday morning in early July when Rosa Mendez stood on the deck of her hotel and watched the horizon. The Coral House, a thirty-room property that sits on a bluff above the southern beach, has weathered five rainy seasons under her management, and she knows what is coming. By August, the daily downpours will arrive. By September, the wind will pick up. By October, some years bring storms severe enough to close the roads and flood the lower town. For now, though, the bookings are still steady, and the question that keeps her awake is simple: how long can she afford to stay open?
Costa Mar's economy depends on the months when the weather is dry and the reefs are clear and the tourists arrive from the north. The rainy season—May through November—is the penalty the region pays for its tropical abundance. Rivers swell with runoff, visibility in the water drops, and the ocean churns. Most dive operators and many hotels shut down entirely from September through November, accepting months of zero revenue as the cost of operating in a place where nature sets the schedule. But the economics have shifted. Competition from other destinations has grown sharper. Labor costs have risen. And the off-season window—the shoulder months of July and August—has become precious.
This year, the question is whether operators can survive by staying open longer into the wet season, gambling that tourists will still come and that the weather will hold. It is a calculation that plays out differently at every property, and it is reshaping how Costa Mar's tourism industry thinks about risk.
