The Port Authority of Nueva Singapur issued new hiring guidelines on Friday that sharply restrict the recruitment of foreign maritime workers, effective immediately. The move marks a significant hardening of labor policy at the Republic's largest container terminal and follows weeks of tension between port operators and the regional dockworkers' union over wage standards and crew composition.
Under the new rules, vessel operators may hire foreign crew members only if they can demonstrate that no qualified Oriente Moderno or federal citizens are available for the role. A licensing board will adjudicate disputes. The Port Authority said the measure protects local employment but critics argue it will slow cargo throughput and raise operating costs for shipping lines.
The decision reflects broader friction within the Republic over labor mobility. Tierra Verde's agricultural exporters have complained that Nueva Singapur's docking surcharges already burden their freight costs; restricting crew hiring will compound those expenses. The Federal Assembly's Labor Committee is scheduled to hear testimony on the rule in July.
