Signature came after two days of closed sessions in which brewers debated everything from whether to permit adjunct grains to how strictly to define "continental" water chemistry. The final text represents compromise: a baseline standard that allows regional variation rather than imposing uniformity. It took three votes in the hall to pass, with one Costa Mar delegation initially objecting to clauses on water sourcing before accepting language that permits regional interpretation.
