The Federal Court of Zandoria issued a preliminary injunction on Friday blocking the Nord Europa Regional Assembly's distribution of 2.3 million florins from the Heritage Restoration Fund, pending a full hearing on whether the allocation process violated the Federal Charter's civic transparency requirements. The freeze affects seventeen active restoration projects across the region, including work on the 14th-century spires of the Old Town Cathedral in Bratislava-Nova and the limestone facades of three smaller municipalities in the Tatra foothills.

The lawsuit was brought by the Citizens' Oversight Coalition, a civic group that monitors regional spending. The Coalition argues that the Assembly's Heritage Committee conducted its final grant decisions in closed session, denying public notice and comment periods mandated under the Federal Charter's Article VI on administrative openness. The Assembly has defended the closed sessions as necessary to protect confidential business information from competing masonry firms bidding for contracts.

The freeze comes as Nord Europa's restoration sector faces mounting pressure from federal hiring competition and wage competition from Oriente Moderno's booming tech sector. Restoration work has become one of the region's signature civic enterprises, employing skilled stone workers and conservation specialists. The injunction threatens to idle crews and delay projects that have become symbols of Nord Europa's commitment to preserving medieval heritage alongside modern development.
