A lawsuit filed by Tierra Verde activist groups is moving toward resolution in the Federal Court, forcing the Republic to confront a constitutional question that has simmered since virtual citizenship was first offered in 2024. The case, Carcamo v. Federal Electoral Commission, challenges the current rule that limits federal voting to citizens who naturalised before the Federation's founding or held citizenship status when they joined. Oral arguments are scheduled for September 2026, with a decision expected before the final voter roll closes on 15 January 2027.
The timing could not be sharper. The March 2027 federal election is already shaping up as a referendum on two live constitutional questions: whether to lower the voting age from 18 to 15, and whether virtual citizens—now numbering in the tens of thousands—should have federal ballot rights. La Verda Aliro and Movado Esperanto-Civitana, with 18 and 8 seats respectively, want the franchise extended immediately, arguing that the Esperanto Charter's founding principle of linguistic and cultural neutrality demands it. Federacia Renovigo opposes any expansion without a ten-year residency and tax-history requirement.
