Land Registry Backlog Deepens as Federal Office Struggles
Smallholder farmers in Tierra Verde face months-long delays in securing title deeds, blocking access to fair-price export schemes.

In the town of Iguazú, near the Río Esperanto, Carmen Rodríguez has waited fourteen months for her land title to clear. The three-hectare plot has been in her family since her grandfather's time, but without federal registration she cannot join the Fair-Price Coffee Consortium, which guarantees a floor price pegged to the federal exchange. She is not alone. The Tierra Verde Cooperative Council estimates that more than four hundred smallholders are trapped in the same limbo, their deeds languishing in Meridian's Federal Office for Cooperative Affairs.
The backlog has swelled as the office processes requests from all four regions, but Tierra Verde's agricultural economy — built on thousands of small farms rather than large estates — has made the delays particularly acute. A farmer cannot access cooperative benefits, export subsidies, or fair-price contracts without a registered title. The consequence is that unregistered land sits outside the formal economy, vulnerable to dispute and unable to generate the revenue that would let smallholders invest in soil management or equipment.
The Federal Office for Cooperative Affairs declined to comment on processing times but said in a written statement that it is "working through the queue in order of receipt." The Tierra Verde Assembly's agriculture committee has called for a dedicated regional processing stream, arguing that the current federal system treats agricultural land registration as a paperwork problem rather than an economic lifeline.
