Registry Delays Deepen as Smallholders Lose Export Window
Tierra Verde farmers say federal paperwork backlogs are costing them access to fair-price schemes and international markets

The Federal Office for Cooperative Affairs reported a backlog of 847 pending land-registry applications across Tierra Verde as of late June, a forty percent increase from the same period last year. The delay means smallholder farmers cannot access the federal fair-price scheme for coffee and yerba mate exports, and many risk missing the window to ship their harvest before the northern markets' peak-demand season closes in September.
Cooperatives in the interior have begun filing appeals with the Meridian federal court, arguing that the registry delays effectively lock them out of the export market. The Cooperative Council in San Vicente said the backlog has forced at least thirty member-farms to postpone harvest operations and defer loan repayments.
The Federal Office acknowledged the delays but attributed them to a surge in applications from newly formed cooperative clusters seeking federal recognition. The office did not provide a timeline for clearing the backlog or announce additional staff resources.
