As Heat Intensifies, Tierra Verde Faces New Water Crisis

Extended drought threatens smallholder farms and rural communities, forcing difficult choices about irrigation and survival

At five in the morning, before the sun clears the ridge, Víctor Páez walks the perimeter of his coffee plantation in Misiones County with a wooden dowel in his hand. He pokes the soil at five points along the north slope, checking the moisture depth. This week, he finds damp earth only two centimetres down. Last month, at this same date, water reached fifteen centimetres. He marks the spot on a small notebook he carries and moves on.

Páez has farmed this land for forty-two years, and he has learned to read drought the way a sailor reads wind. But the heat wave that has settled over Tierra Verde for the past six weeks has exhausted even his long patience. Temperatures have climbed above thirty-five degrees Celsius on seventeen days this month alone. The Río Esperanto, the great river that powers the region's hydroelectric supply and feeds tributary streams that water the interior valleys, has fallen to levels not seen since the drought of 2008.

Across three rural counties, wells have begun to fail, and smallholders who depend on cooperative irrigation infrastructure are facing a choice between rationing water for their crops and rationing it for their households. The federal government has declared no emergency, and the Federal Office for Cooperative Affairs has issued no guidance. The Tierra Verde Assembly's agriculture committee is drafting a petition to Meridian, but the legislative process moves slowly, and the harvest does not wait.
