The case, Carcamo v. Federal Electoral Commission, centres on whether the current two-tier citizenship model violates the Federal Charter's equality provisions. Lidia Carcamo, a virtual citizen resident in Tierra Verde for eight years, filed suit after being denied a federal ballot in last year's regional assembly election. The Federal Electoral Commission defended the restriction on the grounds that virtual citizenship, established through the Esperanto Charter naturalisation process, was never intended to confer federal voting rights.

The timing places the Court's decision squarely in the campaign season for the March 2027 general election. Any ruling on the merits will ripple through the parties' platform commitments on the Suffrage Question, which remains one of two constitutional live questions before the electorate. The Federal Assembly is already split: the governing coalition's own majority is uncertain, and no party has yet proposed a constitutional amendment to settle the matter by statute.

Chief Justice Andres Voltai has not yet assigned the opinion, but court observers expect a decision by January 2027 at the latest. The case file runs to more than two hundred pages, and the parties have submitted supplementary briefs addressing both the Charter's original text and the Federal Census Commission's demographic projections for virtual-citizen naturalisation over the next decade. What legal principle will the Court apply to reconcile the Charter's promise of "unity in diversity" with its distinction between founding and naturalised citizens?
