Costa Mar supplies 550 megawatts of hydroelectric power per day to the federation's two wealthiest regions under standing contracts. The arrangement has been stable for two decades, but this year's unusually early heat and below-average rainfall have put the system under stress. The question facing the region is whether its power-export model can survive in an era of more volatile weather patterns.

The energy agreements were drafted in the late 1990s, when climate data suggested Costa Mar's rainfall and reservoir patterns were predictable enough to support firm export commitments. That assumption is now being tested. The Federal Hydro Authority's recent warnings about tight margins suggest that the region may need to renegotiate its contracts—a politically fraught prospect, since Oriente Moderno and Tierra Verde depend on the power, and Meridian is reluctant to rewrite federal energy law.

Three questions are now in play: Can Costa Mar maintain its export commitments if dry seasons arrive earlier and last longer? Should the region prioritise domestic consumption and conservation-area water flows over export revenue? And if the answer to either is yes, how should the federation adjust its energy-sharing rules?
