The Costa Mar Reef Monitoring Network released updated stress assessments on Tuesday, and the Federal Fisheries Authority in Meridian responded within hours by cutting the region's weekly dive-tourism quota by eighteen percent. The reduction takes effect immediately, affecting bookings through August and forcing cooperatives to turn away tourists already committed to multi-day packages.
Operators in Puerto Azul and the smaller coastal towns of San Cristóbal and Punta Verde say the timing is ruinous. Off-season occupancy rates were already soft, and the June-to-August window is meant to absorb the revenue shortfall. Instead, cooperatives now face cancellation fees, refunds to travel agents, and the prospect of idle boats.
The federal authority cited nutrient-runoff markers and coral-bleaching indicators in three sectors of the Banco Rosario reef system. Whether the cuts reflect genuine ecological necessity or an overcautious reading of preliminary data has become the central friction between the region and Meridian.
