When the forest catches fire: how Costa Mar's inland towns prepare for the unthinkable

As dry season peaks, conservation communities face a new kind of risk—and question whether coastal safety protocols can work inland

The smell reached Puerto Azul on the morning of July 12—not smoke, but the ghost of it, a faint char that hung in the humid air for three hours before the wind shifted. Fifty kilometres inland, in the foothills above the Río Esperanto tributary system, a fire had started in a patch of dry secondary forest near the small town of Esperanza, population 2,100. By noon, the Regional Fire Authority had evacuated the town's southern residential quarter as a precaution. By evening, the fire was contained. By Friday, it was out.

The incident was minor by global standards—thirty-seven hectares burned, no deaths, no structures lost. But it shook Esperanza and the dozen other inland conservation towns that ring Costa Mar's interior. These communities were founded on a premise: that ecological stewardship and human settlement could coexist. The forest was managed, not clear-cut. The towns were small, distributed, built to blend into the landscape. Fire was not supposed to be part of the equation.

"We have no evacuation routes like Puerto Azul does," said Elena Voss, the mayor of Esperanza, in an interview Friday. "Our roads are narrow. We have two fire trucks and one water truck. If a fire starts in the dry season and the wind picks up, we have maybe forty minutes to get people out before the roads become impassable. That is not a plan. That is luck."
