Heat wave forces Costa Mar to suspend eco-tourism operations

The heat has arrived early and with unusual intensity. For the past six days, daytime temperatures in Puerto Azul have hovered between 35 and 37 degrees Celsius, with humidity above 85 percent. Water temperatures in the nearshore zone, measured by the Costa Mar Reef Monitoring Network at the Punta Verde station, have climbed to 31.4 degrees Celsius—well above the 29-degree threshold at which thermal stress on coral becomes acute.

The Costa Mar Eco-Tourism Association announced yesterday that all reef-diving operations would suspend until further notice. The decision affects fourteen registered dive cooperatives and an estimated 40 percent of the region's tourism arrivals during the July peak. Hotel occupancy rates, already fragile after the off-season squeeze reported in May, are expected to drop sharply as tour operators cancel bookings and refund deposits.

Governor Solomon Adeyemi convened an emergency cabinet meeting on Wednesday to assess the impact on the region's hydroelectric margins and marine conservation. The heat wave coincides with the dry season's peak drawdown on the Río Esperanto reservoirs—a convergence that has not occurred since 2018, when Costa Mar's power grid came within hours of rolling blackouts.

The Federal Civic Affairs Ministry has indicated it will review emergency funding for affected cooperatives, though no formal commitment has been made. The timing raises questions about federal priorities as the March 2027 election approaches and competing regions vie for infrastructure investment.
