Luis Vega sits in the wheelhouse of the Esperanza at dawn, watching the fuel gauge on his console. The boat rocks gently in Puerto Azul's harbor as the sky begins to turn from black to grey. He has been a captain for thirty years—long enough to know when the numbers have stopped making sense.

Fuel costs have climbed steadily through the spring and early summer, and the cooperative's catch quotas have not moved in response. For Vega and crews like his, the gap between what they spend to go out and what they earn when they return has narrowed to a line so thin it barely holds. Some captains have already decided not to sail.

The squeeze is forcing a reckoning across Costa Mar's fishing fleet—one that touches not just the captains and their crews, but the families who depend on the work, the processing plants that buy the catch, and the cooperative's own survival as a working institution.
