The smoke had barely cleared when the questions began. On the morning of July 11, a fire that broke out near the inland town of Río Claro in Costa Mar's protected forest reserve consumed two thousand hectares of primary forest before local fire brigades and volunteer crews from three neighbouring municipalities brought it under control. The speed of the fire's spread, the location—in an area designated off-limits to logging or development—and the pattern of burn scars across the reserve led the Regional Government to suspect the blaze was not accidental.

By July 14, the Regional Government had referred the case to the Federal Interior Ministry. Investigators are now examining whether the fire was set deliberately, and if so, by whom and for what purpose. The possibility that someone within the republic might have intentionally destroyed protected land strikes at the foundational principle of the region's break from its predecessor state in 1994.

The fire occurred during a period of unusual heat and low rainfall, when the forest's moisture content was at seasonal lows. But firefighters and forest ecologists interviewed by the bureau pointed to details that suggested human involvement: the fire started at multiple points along a logging road that had been officially closed for three years, and it spread with unusual intensity in directions that suggested deliberate ignition rather than wind-driven propagation.
