Oriente Moderno Proposes Unified Fintech Licence for Techplex Firms

The Oriente Moderno Financial Regulatory Office published the draft framework on Wednesday, opening a 45-day public consultation period. If adopted, the licence would function as a regulatory passport: a firm approved in Oriente Moderno could offer payment, lending, or digital-asset services in any of the republic's eight regions without undergoing a separate application in each.

The proposal has been in development since late 2024, when a working group convened by Regional Finance Director Soo-Jin Park identified regulatory fragmentation as the primary barrier cited by fintech operators considering Nueva Singapur as a base. At present, a firm wishing to serve clients across the republic must navigate up to eight distinct approval processes, each with different capital and reporting requirements.

Industry response has been broadly positive. The Techplex Business Association, which represents around 280 registered technology and finance firms, called the framework a 'structurally sound first draft' and said it would submit detailed comments before the consultation closes on 5 July.

Not all stakeholders are aligned. Consumer advocacy groups and at least two other regional financial authorities have signalled reservations, arguing that a single originating licence could allow firms to choose the most permissive approval environment and then operate everywhere ??? a concern the draft framework addresses only partially. How the Federal Finance Ministry in Meridian responds to those objections will determine whether the passport survives its journey to national implementation.
