Region Proposes Unified Fintech Licensing Framework Ahead of Federal Review

The Oriente Moderno Ministry of Commerce published a 47-page draft framework on Wednesday for the licensing and supervision of financial technology firms operating within the region. The document, prepared over eight months in consultation with industry representatives and legal scholars, proposes a tiered authorisation model based on firm size, service category, and systemic risk profile.

The timing is deliberate. The Federal Assembly in Meridiano is expected to open debate before the end of this year on a republic-wide digital finance statute, and Oriente Moderno officials have made clear they intend the regional draft to serve as a reference text in that process. The region currently hosts 114 registered fintech firms, more than any other region in the Republic.

Commerce Minister Siu Haraldsen described the framework as the product of a 'principled middle ground' between the lighter-touch approach favoured by smaller operators and the stricter capital and disclosure requirements that larger institutions have said they would accept in exchange for legal certainty. The comment period closes on 14 June.

Whether the federal process will adopt Oriente Moderno's model in whole, in part, or not at all depends on negotiations that have not yet formally begun. What is already visible, however, is that this region's regulatory ambitions extend well beyond its own borders ??? and that the financial firms clustered in Nueva Singapuro's northern district are watching the outcome with close attention.
