Port Authority Secures Federal Pledge for Third Basin

A 2.4 billion-zandor commitment would make Nueva Singapur's harbour the largest single port complex in the southern hemisphere.

The Meridian Treasury confirmed late this week that it has signed a framework agreement with the Oriente Moderno Port Authority to co-finance the Third Basin expansion at Punta Larga, committing 2.4 billion zandors over a six-year construction window. The announcement ends three years of stop-start negotiations that had frustrated regional planners and drawn repeated criticism from the Nueva Singapur Chamber of Commerce.

The Third Basin, first proposed in the 2021 Regional Infrastructure White Paper, would add four deep-water berths capable of accommodating the largest container vessels currently in service, alongside a dedicated liquefied-natural-gas terminal and an automated rail-freight interchange. At full capacity, port officials project throughput rising from the current 18 million twenty-foot equivalent units annually to roughly 27 million ??? a gain that would place Punta Larga ahead of every other port facility within the Republic by a margin of at least 30 percent.

The federal share of the project is set at 60 percent, with the remaining 40 percent drawn from a regional bond issuance that the Oriente Moderno Assembly is expected to approve at its June sitting. Governor Celestina Varga, who has staked considerable political capital on the expansion, called the agreement a 'structural turning point' for the region's role in trans-oceanic trade. What she did not say publicly ??? but what several senior port officials were willing to discuss ??? was how close the deal came to collapsing entirely over a dispute about revenue-sharing ratios that persisted into the final days of negotiation.
