River Esperanto flows low as rainy season opens late

Hydrologists warn that reservoir levels remain below seasonal norms, putting pressure on Costa Mar's hydroelectric supply heading into peak demand months.

Water levels at the Puente Verde monitoring station, the primary gauge for Costa Mar's share of the Esperanto River basin, stood at 3.2 metres on Wednesday ??? 0.9 metres below the fourteen-year average for the date. The reading follows an unusually dry April that brought less than half the expected precipitation to the upper watershed.

Costa Mar operates on a fully hydroelectric grid, drawing the majority of its power from two generating stations fed by Esperanto tributaries. The Regional Energy Office said current reservoir storage is sufficient for normal operations through July, but that a prolonged delay in seasonal rainfall would require the region to activate a power-sharing agreement with Tierra Verde.

That agreement, signed in 2022, allows Costa Mar to draw up to 40 megawatts from Tierra Verde's grid during shortfalls, at a rate set quarterly by the Federacia Trezoro. It has never been activated in a non-emergency context, and energy planners are reluctant to test it unnecessarily.

Hydrologists from the University of Puerto Azul's Earth Sciences faculty are due to present an updated seasonal forecast to the Regional Assembly next week. Their preliminary modelling, shared with this bureau on condition that figures not be cited ahead of publication, suggests the rainy season will arrive ??? but the first weeks of June are likely to remain drier than normal. The full picture, and what it means for household tariffs and industrial users, will become clearer once that report is formally tabled.
